Our goal is to be in percent of all supermarkets in the United States by the end of the year Bosch said. We d like to see everybody use it but we re not at that tipping point. For decades it has been a cornerstone industry in northwestern Pennsylvania. Dozens of local companies have been built on the injection molding process that employed thousands and fueled the development of a leading plastics engineering program at Penn State Behrend. There are signs now however including the recent bankruptcy and pending sale of Corry based Erie Plastics of an industry that s struggling. Erie Plastics which had employed about people is down to about employees who recently voted to take wage concessions to facilitate a sale. But those job losses are just the tip of the iceberg. At the beginning of about Erie County residents worked in the plastics industry. By the first quarter of this year that number had plunged nearly percent to . And those numbers don t take into account a layoff of people that Erie Plastics announced in March. Statewide plastics employment has followed a similar trajectory during thats even year period falling . percent from to . Statistically those losses are significant but maybe not quite so significant as they seem said Lauren Nimal a labor market analyst with the state Department of Labor and Industry. Nimal said jobs are constantly being reclassified from one category to another and that s likely to have affected the number of plastics employees. Slice the numbers any way you will the losses are substantial said Kurt Duska owner and president of Engineered Plastics in Lake City. You can t even count all the companies that have closed and the jobs that have been lost between here and Meadville he said. He blames foreign competition for much of the contraction. There is no question about it he said. I talked about this in when I came back from China. I stood up in a room of shop and plastics company owners and said Probably percent of you won t be here in seven to years and it s come true Duska said. Since then numerous local companies including Andover Industries OEM Erie and Girard Plastics have closed their doors. Another cause for a decline in the industry can be linked to an exodus of original equipment manufacturers such as Rubbermaid and Dirt Devil which once operated in the broader region and contracted jobs out to local companies Duska said. Although his own company is growing Duska said the plastics industry has lost some of its luster. I would never recommend to someone today to get into injection molding he said. It would be almost impossible to do a startup and make it. That s because there s no shortage of injection molding companies and machinery. Jeff Mengel a plastics industry consultant for the Chicago firm of Plante Moran PLLC has estimated the country s plastic injection molding machines are running at about percent capacity giving hungry competitors incentive to bid low. Paul Hoop Roche chief executive of Erie Plastics saw the pattern more than months ago when his company was still going strong with more than employees. Truly our biggest challenge is overcapacity in the industry he said at the time. Bright spots The story of the region s plastics industry isn t entirely one of gloom and doom however. In Corry just across town from Erie Plastics Viking Plastics acquired out of bankruptcy two years ago by VPI Acquisitions is working round the clock winning supplier awards from one of its biggest customers and even looking to expand. Look under the hood of your car and chances are good you ll find specialized plastic caps used to cover air conditioner recharge ports that were made by Viking. Kelly Goodsel chief executive of Viking Plastics acknowledges certain concerns about doing business with the struggling auto industry which often pushes suppliers for price concessions. It would be like asking a caveman if fire worries them he said. You ve got to have it to keep warm. It keeps the lights on and the doors opened but you definitely can get burned. Viking Plastics has managed to avoid that fate for the past two years and has even won some new business that could require adding five to employees to the it already has Goodsel said. Peter Kraus the company s vice president of sales and marketing said Viking values its relationship with customers in the auto industry but is mindful of relying too heavily on one customer. It was that scenario that Roche blames for the failure of his family owned company. Kraus is equally aware of the dangers of complacency. Over time he said even the most innovative product becomes a low priced commodity built by the lowest bidder. As soon as you get behind the curve you are in serious danger he said. Who survives Even while he s doing his best to innovate and diversify Duska sees no guarantee that the best companies will survive. It s been some of the best companies that have gone out he said. Erie Plastics is one of the top molders in the country. It s a great business run by very honorable highly respected people. It was a business that Jake Rouch vice president of economic development for Erie Regional Chamber and Growth Partnership didn t expect to be on the verge of failure. Rouch has been less surprised however by the decline in the local industry. It s an accurate reflection of what we have been seeing he said. The plastics industry has been very much affected by globalization. It s taken a lot of the business that was stateside overseas. The good news is that rising foreign wages high transportation costs and even safety concerns about Chinese goods could bring some of that work back to the United States Rouch said. Ultimately employment might not be the best measures of success. More likely said Rouch is that the companies that survive will be those that produce more with fewer employees. Goodsel said his own company has grown sales to percent while cutting its payroll by about people. Numbers like those hint at an industry in tough times where even prosperity means tightening the belt. Residents of the Utah County town submitted a inch stack of signed petitions to the city council Tuesday and said they don t want a rehabilitation center set up near a childcare center. Alliance Youth Services wants to set up a sex offender rehabilitation center in the town about feet away from the childcare center. They are putting youth who have been convicted of sexual crimes in the backyard of children literally Pleasant Grove resident David Lisonbee told the council and city staff. Residents claim the company misrepresented which offenders would be housed in the proposed facility omitting the severity of the crimes and the potential risk factor for the community. A telephone message left for the company was not immediately returned to The Associated Press on Wednesday. A zoning ordinance adopted in July allows for rehabilitation centers for sex offenders and those recovering from drug or alcohol abuse in some Pleasant Grove neighborhoods. The planning commission rejected the Alliance Youth Services application in August. The company appealed to the board of adjustments which agreed there was merit to a complaint about how the decision was made. It doesn t mean the commission s decision was wrong it just means the board felt how they got to that decision was said Sean Allen Pleasant Grove city planner. So the board will go through the steps again and make sure they do what is right. A decision by the board is expected on Oct. .
